Jackson said the then attorney general, Lord Goldsmith, issued a discursive opinion in February in which he laid the arguments for or against invasion of iraq without coming to a conclusion. The military then requested a definitive statement of legallity. That led to the much shorter document where the attorney general concluded that the so called resolution was not strictly necessary.
